The Past: BAS is a diversified engineering firm that was founded in 1984 by Bryan A. Stirrat, P.E., a former Head of Planning for the Los Angeles County Sanitation Districts. During it early years BAS emerged as leader in landfill closure design, preparing the first U.S. EPA-approved closure plan for a Class I hazardous waste landfill west of the Mississippi (BKK Landfill).
BAS quickly grew to become a recognized expert in landfill engineering. This included solid waste facility planning, permitting, design, and environmental control. Projects were performed throughout the western United States, and in Mexico and Asia. Work included siting and design of new landfills; permitting, design and master planning of operating landfills; construction management; and operation, maintenance, and monitoring.
BAS applied the broad spectrum of disciplines required in municipal solid waste management to other areas, and expanded its focus to the gamut of environmental services. Over the years, BAS has performed environmental investigation and remediation planning for hundreds of hazardous waste sites. This has included engineering support for large Brownfields redevelopment projects.
The Future: As communities strive to develop waste management solutions that are sustainable over the long term, BAS has added additional capabilities to serve the evolving solid waste market. Experience includes zero waste planning, landfill gas to energy program development, conversion technologies, and long-term resource management planning.
