BDR Waste Partnership selects two companies
Two firms have been shortlisted for the Barnsley, Doncaster, Rotherham Waste Partnership private finance initiative after the decision was delayed by a month.
The chosen firms are Sita Lend Lease and 3SE, which is a consortium of Shanks Group and Scottish and Southern Energy. Earth Tech Skanska and AmeyCespa lost out on the recent round of bidding.
Doncaster, which elected a new mayor in June last year, decided to postpone the decision after it asked for more time to consider the detail of the PFI project, determining whether it wanted to remain committed to the initiative providing.
BDR Waste Partnership Board chair Richard Russell said: “It has been a tough decision to take with such high quality and innovative proposals on the table. We will now be looking in more detail at what both bidders are proposing before making a final choice. It is essential for us to select the proposal which will work best for this project and our three communities and provide the most effective and beneficial solution.”
Joint venture 3SE offers an alternative to traditional waste incineration. It hopes to use “proven waste treatment technology” to produce a renewable fuel which would be used at Scottish and Southern Energy’s Ferrybridge site, on which its power station is situated. Sita Lend Lease, is a partnership between Sita UK and Catalyst Lend Lease. Together they hope to build the Dearne Valley Treatment and Energy Centre - a high-tech recycling and renewable energy plant.
A brownfield site situated near the borders of all three local authorities in Manvers is being proposed as a location for the chosen waste facility.
The BDR Waste Partnership will choose the preferred bidder later this year once the two proposals are evaluated further. Plans are for the facility to open in 2015.
