China waste-4-energy project initiative
PBA-USA is sponsoring an environmental project known as “China Waste-for- Energy Initiative” (the Initiative) back by strategic agreement with local Chinese governments. The agreement with local governments calls for the development and operation of waste treatment plants utilizing the Design-Build-Operate-Transfer (DBOT) financing scheme. To achieve this plan, PBA-USA will put together an “exclusive collaboration with local or foreign company” which can, in addition to funding capability, offer state-of-the-art Waste-for-Energy technologies suited for the Chinese market. The PBA-USA management believes that this Initiative is a Strategic Business Concept that can be successfully replicated across China and the Asia-Pacific region. As a result, the PBA-USA team is now in advanced negotiation with a major Chinese city (as the Initiative First Model) for the development of a large waste treatment plant with the capability to produce electricity and other eco-friendly by-products from the treatment plant.
Initial Project Estimated Cost and Residual Benefits
The Initiative First Model will target a project with a daily capacity of treating 1,500 tons of domestic rubbish which in turn can produce nearly 500,000 kilo-watts hour (KWH) of electricity every day. The project of this scale is estimated to cost around 950 million Yuan (US$ 139.3 million at current exchange rate). The PBA-USA team analyzed that at current China’s price of .53 yuan per KWH, this project would be capable of supplying the average electricity use of more than 250,000 apartment units serving the needs of about 1,000,000 inhabitants of a major Chinese city.
PBA-USA and a local Chinese government has agreed to accomplish several initial steps:
1. Conclude a “Memorandum of Intent” (MOI) between PBA-USA, as Project Sponsor, and the local government with the latter agreeing to make the Feasibility Study for the Waste Treatment plant project;
2. The project will be developed utilizing the DBOT financing scheme with a minimum concession right of at least 25 years.
3. PBA-USA secured “land used rights” as site for the project. The land site has been identified by the local Planning Commission as a suitable location for the future project.
The MOI demonstrates the serious resolve of the City Government to address the growing need for advanced technologies to reduce pollutions from waste treatment plants with the ability to produce renewable energy sources.
The main objectives of the Initiative are: (1) to minimize dependence on fossil-based energy sources; (2) reduce energy cost and (3) reduce pollution to meet environmental standards.
To insure the success of the above Initiative, PBA-USA will offer an “Exclusive Collaboration Agreement ” to a collaborating partner (local or foreign company) who possesses advanced and state-of-the-art technologies in addition to funding capabilities. A foreign company interested in this Initiative will be encouraged to open a formal representation in China (with PBA-USA as its sole trade representative) to demonstrate its long-term commitment to the Chinese market. PBA-USA believes that the Exclusive Collaboration offers a pioneering opportunities for a foreign company investors to capture commanding market share of China’s new frontier of Waste-for-Energy development.
Investors' Exit Strategies:
The DBOT financing scheme offers investors the opportunity of long-term stable income source (from a 25-year concession contracts) and capital gains from exit strategy either thru securitization of the project cash flow or IPO of the project.
PBA-USA plans to seek IPO of each project in the China Bourse (Shanghai or Hong Kong) within 3-5 years after the project commencement of
operation.
