Diputación de Sevilla: a provincial authority that is an example of coordinated actions for fostering biomass at a provincial level
A series of projects for energy efficiency and saving developed by the Diputación de Sevilla provincial authority in several municipalities has put biomass in a privileged position
The Diputación de Sevilla (provincial authority of Sevilla), through its Public Service for Sustainability Area, has been developing a series of projects aimed at improving efficiency, energy saving and sustainability in which biomass has taken a leading role. The provincial body is developing three projects that are particularly important, not only because of their social and environmental repercussions but also for the major economic implication they have had on budgets earmarked for improvements like these.
The first project, in terms of significance, is BIOMAPSA. This is a GIS computer tool for locating potential biomass available for consumption in each municipality of the province. Its aim is to determine what resources are not being used for energy and enable them to be assessed by professionals, farmers, cooperatives, enterprises and the local Administration.
The second, which has a greater budget of €1,011,831, is the implementation of 32 biomass boilers for heating and hot water in municipal buildings in the Sierra Sur de Sevilla, within the ERDF 2011 programme [Scope 3 – Action 4].
Finally, the most recent bioenergy project aims to provide sustainable climate control at five heated public swimming pools in the municipalities of Casariche, Herrera, Montellano, Osuna and Gerena, replacing fossil fuels (oil or propane) with biomass. This initiative is supported by the CLIMA II programme of the Agriculture, Food and Environment Ministry, through its Spanish Office for Climate Change (FES-CO2). It has a budget of €527,577 and seeks to significantly reduce the energy costs of the municipalities and also their CO2emissions.
All the details about these three projects were explained in the presentation made by the General Director of the Public Services for Sustainability Area from Seville Province, Agustín Cosano, at the ‘Conecta Municipios’ forum held by AVEBIOM within the framework of Expobiomasa 2014, which made clear the role of Spain’s provincial Diputaciones when it comes to carrying out coordinated actions among municipalities.
