Doncaster council waste PFI faces delays
An announcement of the final shortlist for the Barnsley, Doncaster and Rotherham waste private finance initiative project has been delayed after Doncaster deferred a decision on its support.
A Doncaster Council spokesman said: “We have deferred the decision until mid-February and we are still considering the decision.”
According to MRW’s sister publication Infrastructure Journal, few details have emerged as to why Doncaster has not yet agreed to move forward to the next stage, although it is thought that recent changes to the project budget has prompted a re-evaluation of the financial implications of proceeding.
The teams bidding for the waste PFI contract are the following:
- AmeyCespa
- Earth Tech Skanska [Earth Tech is a business unit of Tyco International. The firm is a global provider consulting, engineering and construction services. Skanska claims to be the largest construction group in Europe]
- Sita Lend Lease
- Shanks, Scottish and Southern Energy.
The procuring authorities’ waste project board was due to meet early last week to shortlist two of the four bidders, but this has been postponed.
The procuring authority – the Barnsley Doncaster Rotherham Waste Partnership – was awarded £77 million in PFI credits by the Department for Environment, Food and Rural Affairs in 2008.
When constructed the new facility is expected to be able to process the 450,000 tonnes of residual waste that three South Yorkshire boroughs produce annually.
