Will give an opening speech about 'Promoting Biomass in the EU and the Role of Biomass in the Renewable Energy Directive'. After a short introduction of the RES-E Directive of 2001 and Biofuels Directive of 2003 and EU Biomass Action Plan of 2005, Barbaso is going to present the RES targets and sectors (including heating and cooling) and the national renewable energy action plans, including biomass availability and mobilisation. Some of the speech topics will be the reduction of barriers and the simplification of procedures, information and training as well as the sustainability of biofuels and bioliquids. According to Barbaso, biofuels and bioenergy policies must be based on robust science. The Biofuels/Bioenergy Action, that Barbaso is going to present in this context, aims to develop networking in the field of biofuels and bioenergy with European and national partners.
The action was built at the beginning of FP7 on the foundation of the input of the IES Renewable Energies Unit to the impact assessment of the revision of the Biofuels Directive, in particular the JEC (Joint Research Centre, EUCAR, CONCAWE) Well-To-Wheels (WTW) study.
'All the quantified benefits of biofuels have to be related to the cost-to-Europe. This is particularly important for the resource assessment. Water needs, soil erosion and degradation, impact on biodiversity would benefit from the reduced uncertainty linked to a geographical assessment of the biomass resource' says Barbaso. He explains that a large part of the bioenergy feedstock is expected to come from imports for example from tropical countries or other countries such as Russia. Barbaso underlines that it is important to reach high levels of policy coherence in the European Union but also for example in Africa in relation to the sugar reform and development aid.
