Ingersoll Rand Supports Newly Proposed U.S. Energy-Efficiency Legislation from Shaheen (D-N.H.) and Portman (R-Ohio)
WASHINGTON--(BUSINESS WIRE)-- Ingersoll-Rand plc (NYSE:IR), a world leader in creating and sustaining safe, comfortable and efficient environments, is supporting new bipartisan energy-efficiency legislation, introduced by Sens. Jeanne Shaheen (D-N.H.) and Rob Portman (R-Ohio). The Energy Savings and Industrial Competitiveness Act of 2013, S.761, will provide improved workforce training, enhanced financing mechanisms and additional technical assistance to help building and industrial companies achieve greater energy efficiency in residential and commercial buildings. In addition, the legislation will incentivize new technologies to lower costs for manufacturers leading to reductions in the nation’s greenhouse gas emissions.
The Shaheen-Portman bill focuses on encouraging industrial energy-efficiency upgrades through tax credits and state grant programs, research and development funding and more stringent efficiency standards for new building codes. Specifically, the bill calls for:
- strengthening national model building codes to make new homes and commercial buildings more energy efficient while working with states and private industry to make the code-writing process more transparent; creates a goal of achieving net-zero-energy building by 2030;
- providing competitive funding to states in support of commercial building energy-efficiency financing;
- encouraging the Department of Energy (DOE) to work with private sector partners to invest in the research, development and commercialization of innovative energy-efficient technology and processes for industrial applications; and
- establishing a volunteer DOE program – SupplySTAR – to help improve the efficiency of corporate supply chains.

The bill will provide a solid framework for President Obama’s proposal for a $200 million competitive state grant program designed to spur energy-efficiency upgrades at industrial facilities. This energy-efficiency state grant program, unveiled during President Obama’s State of the Union address in February, is similar in design to the President’s “Race to the Top” program for education that rewards States for implementing significant reforms. President Obama also included the energy-efficiency state grant program in the fiscal 2014 White House budget proposal.
