Slovenia’s Lower Sava cascade progresses...

The European Investment Bank has recently approved the final €74 million ($116.8 million) tranche of a three-part loan to Slovenia, for two run-of-river hydro plants on the Lower Sava river. The loan, signed on 10 July, is partly being used for the 42.5 MW Blanca scheme, which is well under way, with completion scheduled for April 2009; the funds will also part-finance the 39.5 MW Kr˘sko plant, a short distance downstream, where work is now beginning. The two projects are part of a cascade being developed in stages up to 2018 by Holding Slovenske Elektrarne (HSE), which will have a total installed capacity of 168 MW. The first tranche of €43 million (US$ 67.8 million) was ap proved in February 2006 for the construction of the 175 MW Av˘ce pumped-storage scheme on the So˘ca river at Kanal. The project, Slovenia’s first pumpedstorage scheme, is being developed by HSE’s subsidiary So˘ske Elek - trarne Nova Gorica. A further €13 million ($20.5 million) tranche was disbursed for Av˘ce in September 2007. At Blanca, work is on schedule, with the first Kaplan unit already in trial operation, and the second being assembled now (see photographs below). On 14 August, when H&D visited the site, the shaft was being lowered into place for unit 2, and erection of the third unit was due to begin shortly. When complete, the plant is expected to produce 160 GWh/year.
