This is how Russia will increase its share of RES
“The main aim today is to develop competitive bioenergy industry in Russia and to create profound internal market for biofuels,” saysMs Yulia Chernyakhovskaya, Deputy Director General of the Russian Energy Agency of the Ministry of Energy of the Russian Federation.
Russian Energy Agency puts chief emphasize on evolving utilization of local fuel for two cases:
- In remote areas where there is no gas pipeline availability;
- In areas with high density of agriculture and farming production with relevant biomass (waste) output.Then a synergy exists of biomass (waste) recycling and secondary products obtaining (such as electricity, heat, fertilizer, etc.).
There is extensive resource potential of bioenergy development. In the wood industrial complex in Russia timber stock is evaluated at the amount of 83 billion qb.m. among which 24 billion qb.m. is refuse wood. The available annual cut amounts to 600 million, from which only about 30% (150 million qb.m.) are used. Currently Russia is one of the world leaders of wood pellets production, most part of which is exported abroad. Agricultural complex wastes are considered to be not less than 773 million tons, large areas of agricultural land are not exploited.
The time-urgent target is to implement pilot bioenergy projects
The Russian government has set a goal to increase the share of renewable energy sources (RES) in the country’s energy mix up to 4.5% till 2020, which means about 10 GW installed capacity. The share of at least 40% should derive from bioenergy based on different technologies.
According to the Energy Strategy of the Russian Federation till 2030, distributed generation is among the priority directions of scientific and technical progress of the country’s energy sector and its development potential accounts to 15% of conventional generation capacity. Another important issue is the development of biofuels utilization in the transportation sector.
“The time-urgent target is to implement pilot bioenergy projects in different Regions of Russia, which would enable to work out standardized replicable technology solutions adjusted to the Russian conditions,” says Ms Yulia Chernyakhovskaya, Deputy Director General of the Russian Energy Agency of the Ministry of Energy of the Russian Federation.
At the fair: Presenting the resource and investment potential of the Russian regions
The Russian Energy Agency interested in establishing contacts with suppliers of technologies in the field of bioenergy, companies and financial institutions interested in investing into bioenergy projects in Russia, export promotion agencies. “We are highly interested in presenting the resource and investment potential of the Russian regions in the field of bioenergy to foreign partners. This will be the topic of our stand - where we welcome all - and our side event we organize on 29 May 2012 in the frames of World Bioenergy 2012,” says Ms Chernyakhovskaya.

On the 29 May 2012 the Russian Energy Agency organize the seminar 'Bioenergy in Russia: Development Potential and Investment Perspectives.' The main goal of the seminar is to present the potential of bioenergy investment projects development the Regions of Russia, including the recourse potential, legal environment and measures of state support, ongoing and potential projects,” says Ms Chernyakhovskaya.
“We hope that the seminar will form an excellent platform for business contacts establishment between key-players of the Russian bioenergy market and technology suppliers and investors from Sweden and all over the world,” says Ms Chernyakhovskaya.
Among the speakers of the seminar are high level officials from the Regions of such as Governor of Kirov Region Mr. Nikita Belykh and First Deputy Governor of Pskov Region Mr. Sergey Pernikov.
Mr. Timur Ivanov is one of the final nominees for the World Bioenergy Award
The World Bioenergy Award is an award for an individual who has made a difference in the field of bioenergy utilisation. The Director General of the Russian Energy Agency, Mr Ivanov, is one of the final six nominees for the Award. He is also one of the speakers of the opening session of World Bioenergy. We asked Ms Chernyakhovskaya why she thinks Mr. Ivanov should win this Award:
As a head of Russian Energy Agency Mr. Timur Ivanov initiated a number of activities to boost the holistic development of this sphere in Russia:
- improvement of the legislative base and state support instruments;
- awareness rising campaigns and marketing database through the network of 73 branches of Russian Energy Agency in the Russian Regions;
- development of new financing schemes for bioenergy projects;
- specialists’ training programs in the field of bioenergy;
- creation of infrastructure for bioenergy development and support the perspective projects.
- In particular, the work on measurement of the bioenergy potential and identification of perspective projects in 83 regions of Russia has been started.

The Russian Energy Agency activates the regions
Russian Energy Agency (REA) was established in December 2009 in order to provide the strategic analysis and planning, the practical realization of actions in the sphere of modernization of the fuel and energy complex, the energy saving and the improvement of the energy efficiency, the development of innovative and renewable energy, including bioenergy. 73 active branches were opened with staff of more than 2000 people.
The Agency is assigned with the operational management of the State Program of the Russian Federation «the Energy Saving and the Improvement of the Energy Efficiency for the Period till 2020».
On the basis of REA the cooperation with more than 70 countries and 6 international organizations is established in order to integrate the international and foreign experiences into areas of the energy industry, the energy saving, the renewable and innovative energy. The information and analytical support of the activity of 16 intergovernmental commissions in the field of fuel and energy complex is carried out.
