The meeting, which will be dedicated exclusively to transport issues, will start at 10.00. It will be chaired by Mr Rimantas Sinkevièius, the Lithuanian Minister for Transport and Communications.
Back to back with the formal Council meeting, transport ministers of the EU and Eastern Partnership countries will meet on 9 October at 14.30 in Luxembourg to discuss cooperation in transport and logistics, with special emphasis on the improvement of transport connections between the EU and its closest neighbours.
At Thursday's meeting, the Council will first hold a policy debate on a proposed update of the EU rules on air passenger rights. The update is intended to clarify the current rules that apply in the event of delayed or cancelled flights, and to improve other aspects such as handling of complaints and enforcement of passenger rights.
Also in the field of aviation, the Council is expected to adopt a proposal aimed at extending until 31 December 2024 the mandate of the Joint Undertaking which manages the development of the Single European Sky Air Traffic Management Research (SESAR) project.
In addition, the Council will seek a general approach on a recast of the 2004 railway safety directive. The recast proposal is part of the technical pillar of the fourth railway package.
The Council will also seek a general approach on a proposal aimed at bringing the regulation on the GNSS (global navigation satellite system) Agency into line with the forthcoming regulation on the implementation of European satellite navigation systems.
Lastly, the Council is due to adopt a general approach on a proposal for financing the activities of the European Maritime Safety Agency (EMSA) in the field of combating marine pollution in the years 2014 to 2020.
The presidency will hold a press conference at the end of the meeting (+/- 18.00).
