Year end review of Indian Ministry of New & Renewable Energy
The Ministry of New & Renewable Energy has been facilitating the implementation of broad spectrum programmes including harnessing renewable power, renewable energy to rural Areas for lighting, cooking, and motive power, use of renewable energy in urban, industrial and commercial applications and development of alternate fuels and applications. The Ministry evolved renewable energy programme in three distinctive stages during last 25 years of which the third stage emphasised more on application of matured technologies for power generation, based on Wind, Small Hydro, Biogas Co-generation and other biomass systems .The Ministry also gives thrust for industrial applications of Solar and other forms of energy. There has also been a gradual shift from the subsidy driven mode to commercially driven activity. Since last two years new impetus has been given to research and development to cutting edge new and renewable technology such as next generation solar technologies, Hydrogen and Fuel Cells, Bio Fuels etc. Renewable energy applications have brought about in the Indian energy scenario. Apart from Electricity Generation which has now started significantly international Electricity mix, the application of these technologies has benefited millions of rural folk by meeting their cooking and other Energy Requirements in an Environmentally benign way. The Social and economic benefits include reduction in drudgery among rural women engaged in the collection fuel wood from long distances and cooking in smoky kitchens. The year saw first All India Conference of the District Advisory Committees on Renewable Energy addressed by the president of India, MoU with the TERI regarding GRIHA- Green Rating for Integrated Habitat Assessment and National level celebration of Rajiv Gandhi Akshay Urja diwas at Panchkula, Chandigarh.The finalisation of the Draft of Bio Fuel Policy also took place.
GRIHA
Keeping in view of the Indian agro-climatic conditions and in particular the preponderance of non-AC buildings, a National Rating System - GRIHA has been developed which is suitable for all kinds of building in different climatic zones of the country. The system was initially conceived and developed by TERI (The Energy & Resource Institute) as TERI-GRIHA which has been modified to GRIHA as National Rating System after incorporating various modifications suggested by a group of architects and experts. It takes into account the provisions of the National Building Code 2005, the Energy Conservation Building Code 2007 announced by BEE and other IS codes, local bye-laws, other local standards and laws.
The dream of making India a superpower could only be fulfilled if the nation would have enough energy resources. To make India self-reliant in energy sector, it has become essential to take revolutionary steps for generating solar energy and adopting it as an alternative source of energy. To create this awareness a national level function was held on the occasion of Rajiv Gandhi Akshay Urja Divas at Panchkula, Haryana on 20th Aug 2008.Over 18000 school children took part in various Sports Events and Quiz Competitions. A number of state level functions were also held in Delhi and Union Territories on this occasion.
Bio Fuel Policy and other policies
‘The Draft National Policy on Bio Fuels’ formulated by the ministry has been approved by the Group of Ministers under the Chairmanship of the Union Minister of Agriculture and Consumer Affairs.
Implentation of the Project on Electrification /Illumination of the Border villages in the State Arunachal Pradesh through Small Hydel Units Solar PV System was sent to the planning commission.
Ministry announced a new Scheme for providing generation based incentive for Wind power Projects not claiming the benefit of accelerated depreciation. Under this scheme, an Incentive Rs.0.50/unit of Electricity actually fed into the grid from such projects will be provided to the Developers for a period of 10 Years. This will initially be limited to projects of 49 MW aggregate capacity.
With a view to develop and demonstrate Grid Interactive Solar Power Generation ,Generation Based incentive of a maximum of Rs.12/kWh for Electricity generated from Solar Photovoltaic Power plants and a maximum of 10/kWh for electricity generated from Solar Thermal power Plants and fed to the grid has been decided.This incentive will be provided at a fixed rate for a Period of 10 Years and will be applicable to plants of capacity 1 MW (Peak hrs) and above.
A 3.75 MW Capacity demonstration Tidal power Project at Durga Duani Creek, Sunderbans, West Bengal has been sanctioned for implementation by WBREDA at a total cost of Rs.48 Crore with 90%CFA.The projects, of 33 months Duration, will be executed by NHPC Ltd. and when completed will supply electric power to 11 remote unelectrified villages in this area.
Renewable Power Projects
Renewable Energy Technologies have matured enough to not only supplement conventional power, it also provides viable solutions in the Off-Grid mode to meet the electricity needs of remote villages in the country. Wind, small-hydro and biomass are major sources of Grid Interactive power. In the Field of wind power 789.85 MW Capacity has been achieved during the Year 2008-09.Small Hydro Power accounts for 63.25 MW, Biomass Power accounts for 61.50 MW and Bagasse Cogeneration accounts for 193.00 MW for the same period. The total achievement during the year 2008-09 by grid Interactive Power is 1107.60 MW.
Off-Grid/Captive Power has also contributed total power of 26.71 MW where energy from Industrial Waste contributes to 4.36 MW, Biomass Cogeneration (Non-Bagasse) to 19.80 MW and Biomass gasifiers (Industrial) accounts for 2.55 MW. With this, cumulative achievement from grid interactive power is 13509.94 MW and Off Grid captive power is 217.19 MW
IREDA
The Indian Renewable Energy Development Agency (IREDA) is a Public sector undertaking under this Ministry provides loan for setting up projects relating to Renewable Energy and Energy Efficiency. IREDA has disbursed Rs.161.84 crores against a target of Rs.650 crores for the year 2008-09.
Energy Parks
State level and District Level Energy Parks have been developed everywhere in the country. They popularise and demonstrate renewable energy devices and systems.
International Meetings/Events
Many delegations from foreign countries visited the ministry for possibility on mutual cooperation in Renewable Energy, Research Institutions and to participate in workshops/trainings.Delegations from Mauritius, Romania, Cuba, Israel,Chile,Iran, Germany, Denmark etc. the ministry and held fruitful discussions.MoU was signed in the Field of Renewable Energy with the University of Saskatchewan, Canada.
Ministry officials also participated in international seminars and workshops in new and renewable energy, conferences and workshops at Japan, Bangkok, Thailand, South Korea, Brazil, San Francisco, Madrid, Spain and Reykjavik in Iceland and USA.
Solar Lanterns
Besides North East States and Sunderbans areas, the ministry has prepared a scheme to distribute 4 million solar lanterns in 77 Naxal affected adjacent districts.
