Solar construction and retrofitting obligation for all buildings and structural systems?
Climate-active despite Brexit Great Britain has declared the "climate emergency" - just like London, Los Angeles, Oakland, Vancouver, Basel, now Constance - while in Germany even in some environmental protection circles there are discussions about whether the word should be used at all. And about what a “climate emergency” is supposed to mean and bring about.

But these parties also have to act if they come under government responsibility. And since solar energy has become so cheap that every installation can also be economically represented in Germany, I want to take a really brave, drastic step for discussion. Mind you, only on the basis of the clear finding that these steps, in addition to your well-being for species and the environment in general, are already economical today and can therefore also be used from this side.
A "solar retrofitting obligation for all buildings and structural systems" We are already retrofitting in the existing building against the background of safety and health care: smoke detectors are one example, "dispensing systems" for water samples as part of the now mandatory legionella tests. Both go hand in hand with installation costs and running costs for maintenance, laboratories, batteries and their replacement. In return, users receive a higher standard of general interest. The necessary provision of general interest in climate protection - including protection against the catastrophic consequences of a shortage of oil and gas - goes far beyond that and therefore a real "solar construction and retrofitting obligation" is required.
Duty to build a new building is easy, for all building applications from 1.1.2020, extensive use of solar energy on the building is mandatory. So they have to be tackled in their entirety and no backward discussion about individual remuneration rates has to be raised. Profitability is there, especially when markets are finally becoming fairer, for example through genuine CO2 certificates, and investments by KfW or similar loans are easier for society to shoulder. But without some pressure, many people don`t do anything - and that won`t work if we really want to decarbonize.
