DEC Legislation In October 2008, the UK government introduced new legislation regulating the energy performance of Public Buildings. Display Energy Certificates are required for public buildings that have a floor area that is greater than 1000 m2 in total. Buildings that come into this category are those that are occupied by public authorities or organisations providing a service to a large number of people and are frequently visited by the public. DEC Requirements Display Energy Certificates illustrate the actual energy usage of a particular building, through a rating system. The certificate must be displayed prominently within the buildings and be in a location where it can be viewed by the public. DEC Responsibility DECs are valid for one year; the accompanying advisory report is valid for 7 years. The advisory report sets out measures that can be undertaken cost-effectively to improve the energy efficiency of the buildings. DEC’s and advisory reports can only be produced by accredited organisations such as National Design Consultancy. At NDC we are able to produce both DEC’s and the accompanying advisory reports.
