Lib Dems plan to launch bus scrappage scheme and investment in AD
The Liberal Democrats plan to increase the amount of anaerobic digestion technology in the UK and invest GBP£140 million in a bus scrappage scheme that helps bus companies to replace old polluting buses with low carbon ones, according its party’s manifesto.
Like the boiler scrappage scheme, the bus scrappage policy is expected to create a demand for scrap.
The manifesto also pledges to aim for a zero waste society and states that this means “less packaging, more recycling, and a huge increase in anaerobic digestion to generate energy from food and farm waste”.
It plans to create a “fair future” with “green growth and jobs that last by investing in infrastructure”.
Elsewhere, the Lib Dems plan to improve resource efficiency and reduce waste through requiring better design and durability product standards and reducing excess packaging.
Like the Conservative Party, the Lib Dems plan to abolish the Infrastructure Planning Commission and return decision making to local people. It states that it “will create a third-party right of appeal in cases where planning decisions go against locally agreed plans”.
Other announcements include a commitment to “reduce the burden of unnecessary red tape by properly assessing the cost and effectiveness of regulations before and after they are introduced”.
The Lib Dems also propose to create a UK Infrastructure Bank to help the transition to a green economy and to attract private finance to Britain’s energy infrastructure projects. The party plans to scrap the private finance initiative system.
The manifesto also highlights plans to reform Regional Development Agencies “to focus solely on economic development, removing duplication with other parts of Government and allowing substantial budget reductions”. It intends to use the “substantial purchasing power of Government to expand the markets for green products and technologies”.
Other announcements include:
- An investment of up to GBP£400m in refurbishing shipyards in the north of England and Scotland so that they can manufacture offshore wind turbines and other marine renewable energy equipment; and
- The launch of an ‘eco cash-back’ scheme, for one year only, which will give householders GBP£400 if they install double glazing, replace an old boiler or install micro-generation.
