Producing Renewable Natural Gas for Use in US Vehicle Fleets
The RFS, for example, “provides opportunity for RNG projects” says Madison Le, Director of the Fuels Compliance Policy Center at the US Environmental Protection Agency’s Office of Transportation and Air Quality, but there are “very prescriptive rules for biofuels”
The California Air Resources Board’s Low Carbon Fuel Standards and Environmental Protection Agency’s Renewable Fuel Standard which are mandated at the state and federal levels are creating new opportunities for renewable natural gas (RNG) production and displacing the use of fossil fuels as a vehicle fuel. These programs are designed to reduce carbon emissions and further introduce alternative fuels into the transportation market. The maturity of the RNG market, complexity of the state and federal regulations, and difficulty to obtain project financing and produce alternative vehicle fuel cost effectively creates significant barriers to entry and success which face alternative fuel producers today. Based on presentations delivered at New Energy Update’s US Biogas 2017 conference, this white paper aims to highlight the opportunity, challenges, contracting considerations and business plan involved in creating an RNG project to satisfy the vehicle fuel market.
