II. Operational Environment

4. Intrinsic error: meet the requirements of GB/T17215.321-2008.
5. Operational environment: the meter should be installed in a dry, ventilated environment, the installation height is 1.8 meters, the installation environment should have no corrosive gases, the temperature should be -40 ℃ ~ +70 ℃, and the relative humidity should be less than 85%.
III. Instructions:
1 Energy Measurement:
a) It has positive & negative active electric energy metering functions, and can be set to a combination of active electrical energy accordingly.
b)It has time-measurement function; active electric energy can accumulate and store electric energy and cumulative total electric energy of sharp, peak, flat, valley and other periods respectively.
2. Clock:
a) It adopts built-in hardware clock circuit with temperature compensation function; within -25℃~+60℃ temperature range: clock accuracy ≤ ± 1s/d; in the reference temperature (23 ℃), clock accuracy ≤ ± 0.5s/d.
b) The clock has automatic switching function among calendar, clock and leap year.
c) It adopts eco-friendly lithium-ion battery as the clock backup power; clock backup power has no necessary to change in the life cycle of meter, and the power is able to maintain the internal clock properly working time of no less than 5 years after a power failure; when the battery voltage is low, energy meter will give alarm.
d) The date and time settings has security measures in case of operation by unauthorized person.
e)Time broadcasting have no restriction of password and hardware programmable switching; clock error that energy meter accepts is less than or equal to 5 minutes; the times of daily real-time correction can be set as required (the default allows only one time per day), and should avoid settling within 5 minutes when the meter operates power freezing or data transferring.
3. Rate and Period
a) It supports four rates: flat, sharp, peaks and Valley.
b) Maximum 6 time zones can be set for the year; at least 12 hours can be set within 24 hours; minimum period is 15 minutes; the period can be span zero point.
c) It supports special tariff period settings of holidays and public holidays.
d) It has two sets of rates and periods that can be programmed freely, and another set of rates and time periods can be used in the set time.
4. Reset
a) It clears the meter data of electrical energy, frozen storage and event log .
b) Data clearing of meter must be permanently recorded as an event; all clearing instructions include safety measures, such as hardware programming switch, operation password or seal management, data saving before clearing and etc, to prevent operations by unauthorized person.
c) The background value can be cleared only and it can’t be set.
5. Data Storage
a) Storage of the total bi-directional electric power data and the electric power data of each rate for the last 12 settlement days. The time-dividing point of data transferring is at 24 o’ clock on the last day in a month (at 0 o’ clock on the first day in a month), or on the hour from the first day to the 28th day in each month.
b) If there is power loss for the meter, all the data related to settlement will be kept for not less than 10 years, and the other data for not less than three years.
6 Freezing
a) Freezing at fixed time: freezing of the electric power data as per specified time and time interval. Each frozen data will be kept for 60 times.
b) Instantaneous freezing: Freezing of all current data of electric power, calendar and time as well as important measurement data under abnormal condition. Instantaneous frozen data of the last three times will be kept.
c) Daily freezing:Day freezing: Storage of electric power daily data at zero o’ clock for amount of 62.
d) Agreed freezing: Freezing of electric power data as well as other important data at an agreed time when there is conversion from old rate/time to new one, or when electric power company believes there are special requirements.
e)Hourly freezing: it saves total active energy hourly or every half hour, and it can save 254 data.
7. Events Recording
a) Recording the total number of times of power-down and the begin and the end time of 10 times.
b)Recording the total number of times of programming, as well as the programmed time, the operator’s code, the data identification of the programming items of the last 10 times.
c) Recording the total number of times of real-time correction( not include time broadcasting) , as well as the time and the operator’s code of the last 10 times.
d) Recording the total number of times of opening the meter cover, as well as the begin and end time of opening the cover of the last 10 times.
e)Permanently recording the occurrence time and the data of electric energy when the meter is reset.
f)Recording the events of remote control switching out and remote control switching on of the last 10 times, as well as data of the occurring time and electric energy,etc.
8. Communication
The communication channel physical layers are independent from each other , damage of any one communication channel does not affect other channels’ work.
a) RS485 communication
a.1) RS485 interface and the internal meter adopts electrical isolation and it has fail-safe circuit .
a.2) RS485 interface meets the requirements of DL / T 645-2007 electrical, and it can withstand the test of AC voltage 380V, 2 minutes without damage.
a.3) The communication rate of RS485 interface can be set. The standard rates are 1200bps, 2400bps, 4800bps, 9600bps, and the default value is 2400bps.
a.4) RS485 interface communication follows the DL / T 645-2007 Agreement and filings .
b) Infrared communication
b.1)It has modulated infrared interface.
b.2) The electrical and mechanical performance of the infrared interface meets the requirements of DL / T 645-2007.
b.3) The communication rate of the default of modulated interface is 1200bps.
b.4) Infrared communication follows the DL / T 645-2007 Agreement and filings .
c) Carrier Communication
c.1) The meter can be configured to narrowband or broadband carrier module .
c.2)The communication between the meter and the carrier communication module follows the DL/ T 645-2007 Agreement and filings .
c.3) It adopts external plug and play carrier communication module, the carrier communication interface has fail-safe circuit, which means that when the communication module is not connected, accessed or replaced, the performance, as well as the operating parameters and normal measurement will not be affected.
c.4) In the condition of carrier communication, the measure capability, measurement data and parameter will not be affected and changed.
9 Signal Output
a) Electric energy pulse output
a.1)It has light pulse output and electric pulse output which are proportional to the electrical energy measured (active).
a.2) The light pulse output adopts superbright and long life LED devices. pulse width: 80ms ± 20ms.
a.3) Electric pulse output is electrically isolated, and it can be gathered from the positive side.
b) Multifunctional signal output
b.1) Multifunctional signal output terminal can output time signal and time switching signal; two kinds of signals are set and switched by software; when the meter initially powers up, or powers up after powering off, multifunctional signal output is initialized to time signal output.
b.2)The time signal is second signal; period switching signal is 80ms ± 20ms pulse signal.
10 Display
a)It has two display methods: automatic cycle and key-press; the time interval automatic cycle display can be set within 5 to 20 seconds; when the key displays, LCD backlight activated, and when no action is operated, the backlight will shut automatically after 60 seconds.
b) The display is divided into numerical, code and symbol.
c) The meter can display various types of numeral: electric energy, voltage, current, power, time, and the remaining amount of money. The numeral should not less than eight, and the fractional digits can be set; the numerical units displayed adopts national legal measurement units, such as: kW, kWh, V, A, etc.;
d) Display symbols include power direction, rates, programming status, battery voltage, fault and other signs;
e)Showing code includes showing content encoding and offending code; if error occurs, the display immediately stay on the code; offending code includes the following fault types: clock error, memory failure or damage.
f) Display can be set programmatically.
g)It has the function of waking the display after a power failure (no backlight).
11 Measurement
a) It can measure total active power, power factor, voltage, current (including zero line) and other operation parameters.
b) Measurement error ( fiducial error ) does not exceed ± 1%.
12.Security Protection
The meter has dual protection measures of programming switch and programming password in case of operation by unauthorized person. The Meter can only be programmed in the programming state, and time broadcasting and meter reading operation is not controlled by programming switch.
a) Programming Switch: programming switch adopts push-button design, and only after the seal is opened, can the programming switch be touched. In the programmable mode, if no operation is done within 240 minutes, the programming mode of meter will automatically turn off.
b) Programming Password: the meter should be firstly pass the password authentication to perform programming or other special operations. The password adopts two level management, every level composes six Arabic numerals; different passwords has different privilege levels and different executable operations. Personnel with high level password permission can modify low level passwords and perform all operations of low-level. Entering the wrong password three times in a row, power meter will automatically switch off programming function for 24 hours.
13.Cost Control
A)The cost-control function is implemented remotely; remote mode is implemented through virtual media and remote electricity vending system such as public network and carrier,etc.
b) When remaining amount is less than or equal to the alarm amount, the meter reminds user by lighting; overdraft amount can be recorded, when overdraft amount is below the overdraft threshold amount, the meter issues outage signal and control load switch to suspend power supply; when the meter receive valid message of continued electricity bills, it can firstly deduct the overdraft amount, and when the remaining amount is more than the set value (the default value is zero), the meter can be switched on through remote or local ways, and the electricity can be local recovery by workers.
c) The remaining amount cannot exceed the maximum amount of the meter allows; maximum amount is determined by the digits that the meter can display.
d)The amount of stored electric charge and the remaining amount can be accurately superimposed.
e)After the electric charge is stored , the meter can send the information of remaining amount and electric parameters back to electricity vending system via virtual media.
f) When the security is assured, the electricity parameters of the meter can be set through virtual media; achieving remote presetting electric parameters such as tariff interval table and electric charge,etc., through carrier communication channels is not recommended.
14. Tiered pricing for electricity
There are two charge modes of tiered pricing for electricity. The other set of billing can be enabled at the set point of time.
15. Alarm
a) It has luminous alarm output.
b) The luminous alarm adopts red solid light to indicate, when the event returned to normal, the alarm can be end automatically.
c) Alarm event includes: battery under voltage and etc.
16.Security certificate
When setting parameter and operating remote control command to the meter through virtual media, security certification such as strict password authentication or ESAM module should be passed in order to ensure safe and reliable data transmission.

V. Transportation and storage
1. Transportation and storage of the meter should not be dramatically impacted. It should be handled with care, and put according to the requirements of 'Up', 'Proof' on the package.
2. The storage temperature should be -40℃~ +70℃, relative humidity should be less than 85%, and the air should not contain corrosive gases.
3. The meter should be saved on the bench. After unpacking, the stack-up height of the meter should not be more than five, and the stack-up height of FCL should not exceed 5.
