Several perceived barriers associated with the implementation of Combined Heat and Power (CHP) can be overcome utilizing a Public-Private Partnership Model (PPP). NSU mitigates the risks associated with implementing a CHP project by delivering the project using a Design-Build-Own-Operate (DBOO) approach and partnering as needed with key experts in the industry. By using a PPP approach, NSU is able to manage the design, construction and financing of the installation of engine/generators and share in the savings produced by the heat and power generated.Essentially, NSU would provide all of the capital investment and expertise to build the project, and share operating responsibilities if desired by the host. In turn, the client utilizes the heat and power generated to the most cost effective extent in order to offset the existing necessity for purchase of electricity, natural gas, and fuel oil. These savings are then shared by NSU and the client to cover the cost of the project. Utilizing this approach, a project can begin in a timely manner without delays resulting from grant approvals, state revolving funds or sale of municipal bonds.
A key project that demonstrates NSU’s experience with delivering a DBOO solution to optimize the anaerobic digesters and install a CHP is the Village of Ridgewood, NJ, where the captured biogas is used to power the municipal wastewater treatment plant.
